No you can't. You need to have Half-Life in Steam for speedrunning.

You have to bind every weapons you need. bind 1 "use weapon_crowbar" (for example) Here you'll find console names of the weapons: https://wiki.sourceruns.org/wiki/HL2:weapons#Weapon_names
