The Rule was enacted to help lessen the load on moderators. We can get 50+ runs daily and longer runs take exponentially longer to verify as not every moderator can find the time to get through singular hour-long+ runs. This problem is amplified around updates when we can get hundreds of runs daily, many of which are much slower due to the new content not being as optimized as well as new people coming into the community.
If it is clear in your run that you are at least trying to playthrough quickly then your run will be verified. The Ultrakill speedrunning community welcomes everyone of all skill levels to try their hand and will help anyone looking to improve.
If after a short while its clear that playing quickly isn't the intent then the run will be rejected. We do not want to wade through an hour long single layer joke run or watch someone die in the same spot for the 50th time due to some needless challenge that isn't even apart of the category. That time is much better spent verifying the runs from the people who are actually competing.
I hoped this helped. As always you can find me in the discord if you have any other questions. -B.G.B.
What would you define as a slow run? Because a speedrun is defined as just a playthrough of the game with the intention of going as fast as possible, so unless the runner is very obviously stalling there shouldnt be a rule against this

Worth noting that there is a difference between “trying your best, but unfortunately there’s a skill issue” (which we do accept), and “lmao what if I go slow” (which we reject)
Alright, thank you for the response. I was worried because of recent controversy in another community but this is the enforcement of SRC TOS so thats alright.
