So I saw that on the rules for the HD collection speedruns, it only said PS3 and VITA, so, I was wondering if I could submit a speedrun on the PS4 versions

You can submit ps4 runs, those have to be submitted under "original" as the separation is made on version and the ps4 one is running a ps2 iso.
