Ran on Andriod on Dolphin emulator.
The lag regarding the last submitted run :- In some higher levels especially in Stadium (rarely in coast) this seems to happen
The lag which looks weird without actually slowing down is due to too less CPU clock speed for the track
The lag which slows you down, sudden interruptions is due to CPU clock speed being too high for the track
To reduce both I find the middle ground between the numbers (eg: mid to high 30s) for these specific tracks
