No, it doesn't, since Ruffle is an emulator, and when submitting a run, you're told emulators are banned. You can download Adobe Flash Player in the Resources tab. This one isn't an emulator, therefore it's allowed.
Frame Timing Update
Hi Everyone!
Their is a new update to the Frame counting.
We have changed it pretty much.
How it works now is that all runs must use 24fps instead of 60fps. The main reason is that The Impossible Quiz runs at 24fps while recording software's run at 60.
