I noticed the PAL version runs a lot smoother during certain section. It is also a lot easier to get the enemies into the pit on the bridge on Mission 6 because of the screen scrolling a bit farther to the left for some reason. On NTSC, it's still possible to get two of the enemies into the pit, but you need to stay as far to the left as possible and block grab their punches to throw them in, which isn't possible with the sword enemy, which you have to defeat manually.
However, it lags a lot on Mission 4 after getting thrown off the truck, and I also noticed the enemies weapons despawning on other Missions.
It turns out that NTSC, for whatever reason, runs at 30FPS, which was uncommon for Super Nintendo games, where games usually ran at 60FPS, and when they brought the game to Europe, they changed the framerate to 50, although very unoptimized.
