Update on verifications pause

Web runs are now being verified.
However, verifications are still paused for mobile runs.
New Rules
The Mod Team has formally added new language to the rules. These rules cover topics that were not previously listed.
- Make sure your video is watchable before submission.
- The “Top 25 Audio Rules” also apply to runs after verification.
