You need to have email authentication enabled. But even if you meet all the criteria existing moderators will have to add you and they don’t add people they/ the community aren’t familiar with
well, for starters it's not really safe to add someone who appears to have never ran the game as a mod.
most of the mods are already friends to begin with so there is some semblance of trust, as well as all have played the game for multiple years
