Red Manip: https://docs.google.com/spreadsheets/d/1WlSiaWGhisblL-VNVXT5Oq6jwQDjGKqDUwXRzO3JJ5A

Spinners:
Greg: Drowzee | 370 exp, 544
[With extra Sp Def EV, you would have 1 extra stat only after killing Red's Venusaur. Likely almost certain to not matter for manip, as everything is still the same for setup phases]
Reena: Growlithe, Nidorina, Staryu | 2345 exp, 2160 [Skip with water unless behind]
[Extra HP EV from Nidorina does not impact stats at any levels for manip]
Scott: Qwilfish, Qwilfish, Seaking | 2521 exp, 1088
[All EVs are attack, does no impact manip]

Before Goldenrod:
If hit Theo or Ron only and have a Spark left, kill Red Gyarados and switch to high exp route. If hit 2 spinners, or just dennis, switch to high exp route.

After Goldenrod:
If hit Paulo, switch to high exp. If 53 before Victory Road Rival, switch to high exp. If hit any spinner in Kanto, switch to high exp.

Low exp route:
Buy Thunder and 3 X Acc in Goldenrod shopping trip 2.
Use candies from 48 --> 50 after first trainer in Clairs gym
Use candies from 54 --> 58 before Koga
Fly to Saffron and Bike to Lavendar after Power Plant

High exp route:

No Thunder.
Use candies from 51/53 --> 56 before Victory Road Rival
Use last candy from 60 --> 61 after you arrive in Kanto
Before using that candy, use a Max Repel.
If no Thunder, and you want fast Blue, then teach extrasensory over Spark, and use it on Machamp from +1

More aggressive Raikou manip with extended RNG:

Mag M 83
Mag F 10, if none 22 more (32) | If encounter, 28
Zubat M 215
Zubat F 203
Rattata any --> second encounter
Koffing 14 F --> second encounter
Koffing 14 M 167
Koffing 16 M 167
Koffing 16 F 7, if none 56 more (63) | If encounter, 63
Note: It's probably the first one, which is 155 steps, but you barely save time guessing for it, as you cut off almost 100 steps, I rather just find out for sure
