I know that only the speedrunning mod is allowed but I didn't see anything related to a dlc unlocker. To me it seems that a dlc unlocker would be in a grey area since most (and often times better) equipment and perk decks are locked behind a paywall. This makes it difficult for people who can't afford to buy all of the dlc to compete. Quite a few of the heists are dlc as well so it is impossible to attempt certain runs without spending more money. I can see a moral reason why it would be disallowed but strictly competitively speaking I don't see why it would be banned.

I'm sorry, but DLCunlocker cannot be authorized. It unlocks content without spending any money, which is completely illegitimate for gaming, not only for speedrun. Concerning the speedrun I understand that you can't have everything but there is still the possibility to find what you are looking for at low cost especially Yakuza that you can get for 1.99 euros. And the developers very often make financial efforts through high promotion.
If you want to speedrun games you better play on a legitimate copy of the game
I feel like this is more subjective, piracy is often on a case by case basis as some games like titanfall 2 allow pirated runs. It comes more down to the moderators willingness to accept such runs and its not a blanket rule throughout speedrunning.
What about delisted DLC now? Weapons, weapon mods, and even heists locked behind them that only third-party sites can now provide will become more expensive and rare as time goes on, like the Point Break Heists' delisting back in 2024. Activity could slowly drain from those heists when new speedrunners are barred from buying them legitimately.
