with the e-shop a while back I was wondering if the dlc packs could still be obtained with no mods. I know that is unlikely but there is not much of an easy way for me to mod my 3ds. is there a way with no mods?

A year late to this, but the Gold/Special Edition of the game comes with the DLC.
