Why not use more accurate timing?
Speedrun.com allows you to set the leaderboard to show hundredths of seconds, so why don't you do that? Then you wouldn't have 13 people in first place. You can easily retime all the runs by just counting frames, so I don't see why you wouldn't.

You can't accurately determine hundredths, when the videos are 30fps or even less.
The real leaderboards are at http://minesweeper.info/. They use clones for timing.
