Added all DLC content

Hey everyone,
I discovered this week that there is downloadable DLC for this game. There was an old request to add the DLC content, so I just did.
I've added:
- All DLC Blitz and Checkpoint races as ILs
- added DLC option for all Blitz/Checkpoint races category
- added DLC option for Max%
Easter egg speed increase allowed and Undercover ILs
