Due to using integrated graphics my laptop can't handle 1080p, are 720p30fps videos generally considered legible enough? There was nothing in the full rules specifically mentioning the resolution.

Yeah, you should be fine - I found a run that was verified 4 months ago that's 720p30. I wouldn't go below that though, I'd say that's probably nearing the limit. Best of luck with your runs!
