Since sometime ago, they changed the paw gating to not be in the game. Should any% now be from start of a new file to the death of Glorp?

It could be, or it could be renamed Any% NG+, with it being allowed to use a previously completed save file. As long as you run every single level in order, from the beginning to the final hit on Glorp, I see no problem in this.
