A padlock warp to Sunshine Autos and a Turismo PCJ were used to get to Stonewall J's. Aiming at him skips having to buy the shotgun, and allows me to die from him shooting me. With this om0 deathwarp, I get to the hospital, grab a second, marked Turismo PCJ to get to the business site, use a Molotov to destroy the Cholo Sabre as quickly as possible, a Minigun to kill the Cholos outside (I was hoping to not get any random spawns on the sidewalk, but funnily enough the spawns I did get helped save a few seconds if anything), and a second Molotov to delete everything inside quickly.
