A small change to Chains and Ghost PS3 emulator rules:

"the FPS limiter must be set to 60"
was changed to
"the framerate must not be above 60 fps".
This means that runs that have the FPS limiter on other settings but are still 60 fps (which changes nothing in practice) are still val
