New ge3.ini Rules

Hello Runners, because of the discussion in the Gothic 3 Discord Channel of the ge3.ini data, i changed the main Rules:
ge3.ini
Allowed:
- In "Gothic 3/ini/ge3.ini" FpS.Fixed must be set either to a negative value or to a value of 60 or higher (default -1.000000). FpS.Max also must be a value of 60 or higher (default 120). [Recommended: FpS.Fixed=-1.000000 and FpS.Max=60]
- Fullscreen
- Threads.Priority (recommended =2)
- Physics.Threads (recommended =4)
- Render.GrassResponseRange (recommended =0.0)
- Render.GrassResponseIntensity (recommended =0.0)
Banned:
- Anything not listed above.
