2. Mistake. You can skip 1 Pop up by not going over 200 coal and with that not completing the very first quest.
3. Increasing discontent via 24 hour shifts. So that the lose to discontent event doesn't get reset by the Refugees.

The rest ist animation cancel the Pop up's and place buildings fast. And with that all combined sub 20:00 is possible. GL
