I don't think it is as it slows down the game to allow for precise actions, not alters how the game normally acts. However I don't think it should be promoted as it can destroy or degrade computers

i do it by unplugging my laptop

However not everyone has that ability as some play on PCs or don't have a battery and if people who do not understand computers try to lower the FPS by overloading the RAM or GPU they could destroy their own computer.
