New rules

The rules have been updated once again. Here are the changes:

Framerate requirement is now 20 fps

Audio rule has been removed
-
Verification of skill length requirement is now 30 minutes.
Any runs that were rejected from the old rules will be reverified.
Fence Skip
Apologies for the delay. Due to a unanimous vote, fence skip will no longer be considered a skip and is therefore allowed in level 2 skipless% speedruns.
