Update Regulation's Rules

[Important] Changed Full Any% Category time to load removal time (LRT).

Full Any% times will be changed to those that remove the loading time between moving between the first and second laps. For future records, please submit those with the specified range of times in the regulations removed.

For records with existing RTs, we will not invalidate them, but will convert them to LRTs using the recorded video.(This operation may result in changes to the rankings)
