This is the last change to the rules for the foreseeable future.

100% category now has the same starting and stopping conditions as the remaining categories. The autosplitter still doesn't support the category, however.

Runs that cannot have an autosplitter (non-PC runs and 100%) will no longer be rounded up to the nearest full second. Instead, the timer must be started early and stopped late to allow for precise correction by moderators.

The general rules have been removed completely, and instead everything is written in the category rules. This is to minimize possibility of category rules being missed.
