Fighting games don't typically separate DLC into their own runs, DLC will be allowed in all runs unless there's some revelation in future that drastically changes things.

We already have it show which characters you are using. If the dlc characters add a new Meta to speedrunning arcade others will just use them like people already use 16 on all teams.
