Slight change of rules

Added new rule to the main set of rules.
New rule:You must be on either a "High" or "Full" population server when you start your run. Make sure you show which server you join to show the population of the server.
Leaderboard Simplification
- Removed rule that required runs to be performed on high population server. This rule had no effect on the current state of the speedruns.
