i just submitted a mobile NG+ wr, but cut out the beginning of the run where i showed i had all upgrades. will my run still be accepted? i spent a few hours going for sub 6, but settled with what i got

You dont need all upgrades :). You dont have to show it.

But it is probaly better to have maxed upgrades

It is better. Even if its small things like turret turning speed Id suggest having them to save those frames
