Could this be possible?

to run witih all of them activated by force or to get all of them during the run?

I think maybe their may be some grinding with studs throughout, but the best level I think to grind studs is in Battle Over Coruscant and yeah get all red bricks first then buy all of them once you have the amount.

then i'm out...i only like running with red bricks available from beginning via codes (thats why i hate lego pirates cause thats the only game where there are no such codes) :p

So then get the red bricks then cheat for them, done.

I figured it out the Category will be called PowerBrick% or RedBrick% where you start on a fresh new save file and go through the levels get all the power bricks/red bricks you can via using different methods and after you get through the all the levels the first time you can go back and get the remaining power bricks/ red bricks you get! The catch here is that if you were to get a minikit that would cause a minor cutscene to show where it is (ex: carrot minikit in Mos Eisley Spaceport and General Grievous Bomb Triggering Minikit) now minikits are allowed as long as it doesn't lose time, but that's optimal though.
