So I'm up to have NASA 2018 pretty much anywhere, but there are some restrictions. The event doesn't HAVE to be at a hotel, but hotels with conference rooms are hella convenient compared to hotels near conference rooms. I'll just lay em all out here in order of most restrictive to least restrictive.
Most of the equipment of the past two NASAs was driven to the venue by staff, who all live near Toronto. For distances very far from Toronto, we will probably need another source of equipment (Computers/capture devices/cables/TVs/etc). Someone will also need to go talk to prospective hotels and test the internet in the conference rooms.
Venues must have 24/7 food options in walking distance (its a 24/7 event and people are gonna be hungry at any time). The more food options the better.
Those are the straight up requirements, so as to things that would just be nice but aren't required would be having cool stuff nearby (rollercoasters/arcades/etc) and having a location that minimizes travel costs among all attendees (I made a form asking for peoples province/state; https://goo.gl/forms/rDr2Ln1StQ6MLwp83 )
EDIT: Another huge bonus is a hotel with airport shuttle service. Also, the date isn't decided at all, but probably more June just to not clash with schools would be cool.

RTA w/o loads is common in popular PC games, not so much with console, but it could be done.
A more pure alternative is to time from power on, specifically with a fresh console (no updates/games installed) and have the update/installation remove the difference between the Wii U and Switch versions.
If most of the attendees wanted to do streamme I'd be more inclined to reconsider, but as it stands lurk's post sums it up.

EDIT: speedrun.com actually has a leaderboard function to describe runs, with/without amiibo being something you can do all on one page. if you get butthurt about one option, you can filter it out!
I think I started it on Name Entry, but I definitely ended time on last finish line. Starting timer at start of first race seems like it would be easier to handle for future runs though, I'd go with that.

Sandman has a 24/7 Denny's inside it, but the Toronto Airport West Hotel is a 2 minute walk from the Sandman and is ~$200 cheaper per night for the conference space. I may be a tad hefty but I'm not against walking 2 minutes to save $200 per night. So I'd probably prefer Toronto Airport West Hotel over the Sandman.
Hilton Garden Inn Toronto/Mississauga is cheaper, but has a smaller conference room (still bigger than NASA 2016's space).
I think the choice should be between the Hilton and the West Hotel, and it should be based off of how many people are attending. More than NASA 2016 then we should go for the larger space, otherwise stick to the smaller one to cut the attendance fee down.
I would only accept pre recorded runs if they are downright hilarious.
As in its all done online. People stream from their home and that is put on the NASA channel.
