Yes. A mod should be expected to, in addition to verifying the run, retime it so the leaderboards are accurate.

I think we got one of those self-editing ones a few weeks back. Quite weird and almost impressive IMO.
For the hook-up question, ask the community for whatever game you want to run. If there are any rules on that, they'd be the ones to tell you. Same goes for controller.
speedrun.com is generally considered the hub for speedrunning, although some communities, notably Mega Man, have their own sites.
Last, once you know what game you want to run, just find the right category and hit the "Submit Run" button to submit your PB.

For crying out loud. There's dozens of threads on this subject at this point. The latest site update caused a bug where submitted runs do not appear in the runner's "Pending Actions" section. The runs still exist and game mods can see them. Site staff is fully aware and working to fix the issue right now.

Based on the other threads of people reporting similar things, I think this is a result of the site update. The run still exists (as Liv proved), it's just not shown in your pending actions. Staff seems to know about it and be in the process of fixing the issue.
According to other threads that are popping up, there was a site update that seems to be causing this. The game pages and the mods are still receiving the submissions, they just aren't appearing on the runner's page. No cause for alarm.
This is entirely dependent on what game this is. Ask the community for the game in their forum, discord or whatever.
First try using the methods suggested in the link you gave. If no one here has an answer, try asking on stackoverflow.
