Much like bugs, each fishing pier has a random "setup" determined when you enter the area. Sometimes, certain fish are exclusive to certain setups. The good news is that we can use our knowledge of these setups to know when we are on the wrong one, and you can reset the setup by leaving and re-entering if this is the case. Different setups also seem to have different odds of the same fish, however at this time we don't know how to properly view these odds.
