Streets Of Rage 4 has many difficulty levels and has 17 characters. A new DLC is coming in a few days that will provide even more characters AND customisable movesets.
There are Individual Level leaderboards as well, so you could literally start with the easiest character (probably Cherry) and spam their best attack and get decent times on an individual level (some are as short as 2 minutes long!) and work your way up from there.

Your first run will probably be around 1:30 but with a little practice you should consistently hit under an hour
No major glitches/skips however there are little skips here and there you need to learn on each stage. Particularly Stages 7 and 9

@Laxxus don't get it twisted though - there is a big difference between checking runs for viability, and worrying about imagined scenarios that haven't happened yet.
We have a verification process. Vast majority of runs are videos that anyone can watch and critique/investigate. Nothing wrong with watching some runs, particularly WRs, and wondering if they have been faked in some way, and reporting your findings to a mod. But at the end of the day, even a cheated world record isn't something worth getting yourself upset about - there is a process to report cheating.
Not to be flippant, but "who cares" kind of sums this up.
Getting on a leaderboard doesn't give you any monetary gain, or clout, or anything really in the "real world". You could fake a speedrun, or get someone else to do one for you, makes no difference. All it might do is get eyes on your Youtube/Twitch, but if you don't have the real skills to back-up your claim, your audience will find out soon enough.
It's just a leaderboard for hobbyists to have fun competing against each other. If someone wants to cheat this way or any other, that's on them and their sad life leading them to do such a thing. Not worth getting yourself worked up or stressed over something that "could" happen.

For PS4, you don't need a capture card btw.
You can do one of two things natively without having to buy anything other than your PS4 and a PC.
Option 1, which is probably more like what you are trying to achieve - you can use PS Remote Play to play your PS4 on your PC and configure OBS to use that as the display capture, and run Livesplit, the exact same as if you were playing a PC game on the PC. Be aware, there can often be lag issues though.
Option 2, which is probably not what you are looking for, is using the PS4 to stream directly to Twitch/Youtube then putting in a livesplit overlay after the fact, in some kind of video editing software.
The capture card option is probably your best, but there are two other options available.
