You can't natively.
You have two alternative options, assuming you have a PC:

You can stream the gameplay to your PC (either via PS Remote Play or using a capture card), then use some kind of software like OBS to stream your gameplay + timer.

Or alternatively you can stream direct to Twitch/Youtube from your PS4 then download the VOD later and add a timer as an overlay.
But there is no way to add a timer direct onto a PS4 streamed game.

However, this is all a hobby run by volunteers.
Yes, do I wish verification was more thorough across the board? Absolutely. But nobody is getting paid because of the leaderboards (except in the abstract of clout = more fans), these aren't life or death situations. The communities are free to challenge any WR but the fact that this one got verified 6 weeks ago and never got challenged during that time, I think it's safe to assume it was correct at time of posting and hopefully it isn't optomised and someone with a saved video can beat it.
It could be solved by actually letting people who want to improve the forums run the forums. I've asked repeatedly here; in emails; in staff requests; in feedback forms; to allow forum moderators to deal with the threads left behind by deleted bots and handle such things, and even better, to actually expand the forums.
We could have a "Spam" sub forum for people who want to shitpost. Shitposting and memes are basically half of the internet now so it could encourage more activity. We could have an "Entertainment" sub forum to discuss movies, music, etc. You know, get some life around the forums.
Instead we've got a handful of forums and people post wherever they want anyway - spam in the Talk forum, introductions in the Speedrunning forum, technical questions in the Site forum.
It's an unmoderated, unloved mess.

The constant need for various members (not just you Garsh) to post needlessly about necro'ing is far more annoying than the necro itself. At least the necro poster (usually) is contributing to the topic, albeit years later.
Personally, while it is unfortunate there is no video evidence now (to study and for posterity), if someone did verify a video back when the record was gained I don't think they should be removing the entry from the leaderboard. Although it is a shame it wasn't picked up on as the wording of the entry made it quite clear it was a full stream they were uploading and not a highlight.
At least the run was this year though, so in an ideal world the runner could just beat their time again.
Just checked and the runs are there for me. Maybe delete your cookies and refresh your browser, and if that doesn't work, contact the mods for that game directly with a link to the exact page(s) you're experiencing this problem with, as no-one on these forums would be able to help.
But like I say, the runs are showing fine on my screen.
Streets Of Rage 4 has a very healthy community. We are all talkative in each other's streams and eager to share strats and have fun.
There are around 200 total runners but maybe a couple of dozen who are continually active, so it has both scope but also room for you to slot in.
As there are 17 characters / 7 game modes / plus 12x Individual Level boards for each of those characters x game modes -- there are technically over 1,000 categories, however most people pick one to three characters and play either Easy or Mania.
I think the most runners on any one board are 11, but there is competition between a couple of runners on all of the main boards. Very few of the runs are extremely optomised - the top tier Mania players have optomised their runs but can still find timesaves - so I think it fits everything you are looking for.
A healthy community. Room to grow within. Plenty of scope for improving the existing records.
I'm not smiting you, I'm just curious. I'm surprised that it was allowed for so long is all and wondered if there was something I was missing.
I'm confused. Why would you submit a run this way when you could use notepad / Word / literally any other method to note down the details for later before actually submitting a real run.
I get that you've done it for years, but I don't get why.
