@jackzfiml I'd, on a serious note, be more annoyed with the site for failing to fix an increasingly long list of both small and big problems that are either blatantly obvious or ticking time bombs. Frustrating world innit.
it may not be the exact purpose of forums to post issues like these to the staff but it seems equally as effective and I feel @zamrumrvo is in every right to because localisation has been woefully neglected from what I've seen at least in terms of community translation and locally-relevant pages. Becoming more and more outdated with translator plugins, sure, but still useful.
This is usually because your 'Best Segment' is extremely low and far below what your actual best is, if you were flicking through the timer to test it that does happen. To fix it, go to Edit Splits, and check the right-hand side column for Best Segment, you can either set it to your PB segment time or clear it completely and it should change it. Supposing your best-ever split for BOB (1) was 1:48, the timer in the same box would begin counting down as soon as you'd been going in that segment for 1:48, until you reach the time that was in your personal best overall (2:03), then it goes over to +XX obviously.

I'm uncertain if he plans to continue making content regularly or not but ThaRixer has made a handful of fantastic speedrunning documentaries. I used to really enjoy Karl Jobst, and he has a great way of making videos, but I'm exhausted with his tendency to focus on awful cases of cheating for attention because it perpetuates the idea that cheating and speedrunning are linked/frequent, of course, I want it to remain as rare and shunned as possible but it feels like it's still expanding due to that branch of content.

Apologies, I wasn't aware that @sacl had made a resubmission rather than a normal one, that's fine then haha. With the rule changes, I just meant changing the rules to make it a bit clearer when the time starts and stops but I think you've done that already now.

I'm also a bit alarmed to discover that there's a run pending for almost 2 years which you haven't done yet, but no worries, doing so immediately. If you really aren't aware how to retime submissions without a timer I'd look into it generally and check out this tool https://slashinfty.github.io/yt-frame-timer/
And finally can I please ask that you change the rules if you're intending to verify runs based on different times, not required you do this but I would like to suggest you make the start for Prologue the 'Saving' icon because it makes the runs easy to retime and easy to start on during a run.

I'm not exactly a genius with speedrunning this game, only done once and a bit of the pathing for full-game, but I've played it a lot casually and I'd be happy to help with moderation if there's a need. Have done so on a lot of other boards

I remember a suggested requirement used to be 16 years old for game moderation doesn't appear to be listed in the support hub anymore though so I couldn't say for sure. Might also just have failed to find it.

no worries - it actually is a tough one if you're talking about Goosebumps: Attack of the Mutant, only two runners, one of which hasn't logged in in 6 years as you said originally. If it's worth anything though I'd be astonished if someone was committed to faking a run for such a tiny community relatively speaking
If you're confident about it, I'd assemble a few details about the run and try and articulate briefly why you think it's cheated. If the mod isn't contactable I'd ask other runners about it, if there genuinely aren't any available either the support hub could well be the way to go, provided you're also a runner of the game. In the support hub you're able to file reports against users for that type of thing but it's imperative to be clear to the site mods who won't be familiar with the game. The thing with cheated runs is it's a very serious accusation to levy against someone, if there's a chance it's a mistake or some exploit you're not aware of, try and rule them out.
