Avidemux wasn't the program they were showing, but it's still accurate. It shows time in milliseconds instead of frames, but you can probably still calculate the number of frames if you ever wanted that. Converting timing from frames to milliseconds might get every digit correct, but I get the feeling Avidemux does that already.
Keep in mind timing by frames has a greater advantage when the framerates of your video and your game are off slightly (NES, for example). You can get an approximate time via video, and compare possible times the game console would allow, then choose the one that fits.

I chose Gunpoint as my first speedgame and it's held up very well. It's a 2D puzzle-platformer where you play a spy, and though death can occur there is a quick respawn feature which makes mistakes much less tedious. Good times for Any% are under ten minutes.
NG+ is completing the level as quickly as you can with any upgrade allowed. A+ is the same but you must also satisfy the A+ requirement for the specific level.
48:02 was the time of my very first speedrun, though I did spend multiple minutes looking at the route.
I've thankfully brought the time down to 8:49.
Honestly it might be easier to just keep running and fully record a faster time then trying to convince moderators with insufficient evidence. You're always capable of beating your PB.
50cc is a full-game category, it’s just slower than 150cc. It seems unreasonable that one moderator isn’t even considering adding it when others are receptive.
Gunpoint is fun casually and for speedrunning, though I'm quite biased
Because slowing down as part of the setup would lose a framerule, so you have a net gain/loss of none.

Dunno much about the issue but as long as you don’t use the characters/items you should be good. If there’s no way to fix it, that’s just what’ll have to be done.
Pocket Card Jockey is a great (and unfortunately unpopular) game. The premise is strange, but it's a very addicting game once you adapt. I find fun in planning a strategy for a race and quickly adapting it throughout.
