Timing is done based on visual frames. Given your example, times between 446 and 462 ms would not be valid times. The time ends at the moment a frame is shown, not any time between that and the next frame.
No sub-5 times on SRL, SDA or TG. It would be unlikely to find a sub-5 run not submitted here.
Kero Blaster might be up your alley. It's a platformer, about the right length, and there's definitely skill needed for some bosses.
@charlocharlie Ctrl+click works, though I also wish it was a bit more intuitive.
SMB is a little different from other games, the game works on a system of "framerules" of 21 frames, and the final Bowser position is consistent based on when you reach him, so retiming can be done without looking at start and end times on video.
Dunno if they'll see this thread, they're pretty busy people.
However, there is large precedent for subcategories for different versions, many games use the system. No one will complain if you go ahead.
Oh geez that is the most invalid mental concept of what a TAS is that I've seen.
Definitely something to talk about with the other mod, and if that isn't possible, a Full Mod on an appropriate forum post might be able to help.
@SuckySpeedrun Assuming you're playing on console, just record it with a video camera of some form, like a smartphone.
Not all too familiar with sm64, but I think another pannenkoek video might help here.
Speedrun.com has many short games. Too many. Moderators of the site don't want insignificant games that'll only be run once to be added.
It might help if you told us which game you stated, so we can explain in more detail why it was rejected.
