Everyone knows that the best speedrun game is Kirbo.
Little Wheel, a small Flash game from 2009, has a glitch where you skip the opening cutscene, and then somehow continue skipping all the screens of the game until you reach the end. I have no idea how it works, but if you figure it out you can "finish" the game in 1-2 seconds.
You can also look at games on my profile which I play or moderate; most of the are platformer web-games of varying lengths.

As @Pear said, there is no way to sort runs by extra criteria other than time.
One thing you could do is follow the suggestion by Pear, and add the rockets amount as hours to the time. It will be ugly, but it works.
Another thing you could do, is to make the category of "minimum rockets" more precise, and NOT allow submitting runs with arbitrary amount of rockets. For example, suppose that the current known amount of rockets required to beat the game is 15 - then the category can be changed to "15 rockets", and only accept runs with that specific amount. If someone manages to find a way to complete the game with fewer rockets (like 13), then you can either wipe out the previous leaderboard, or split the board into several categories.
I never heard anything about it, but my guess is that there is some kind of protection that prevents new users from commenting. You may be able to comment on runs after your account is 7 days old. (And you can only comment on runs where the game allows it and the runner allows it, anyway).

Go to Settings --> Delete --> Delete Account.
The problem with games in development, is that runs might become obsolete very quickly. Suppose the developers decided to change the design of some levels, or change in-game mechanics, or fix bugs/glitches that are found during testing; then you will have to scrape the relevant leaderboards, and start all over again.
At least, it depends on how close the game is to be "finished", and you know that better than me.
Talk with the moderator who rejected your run, or ask in the relevant game forums.
