Depends on the game, sorta. Almost every game requires that the run be done in a single segment. The only exception I can think of are specific categories for segmented runs, but those are rare. Short answer, yes, do your runs in one sitting.
I do know that in games like minecraft or karlson, pauses don't count towards the final time, but pausing for days is just cheap and will likely result in a rejection. I think that celeste has a specific limit for how long your breaks between segments can be

There is no big list of theoretical skips across every single speedgame, because that would be too hard to keep track of. I can tell about a few that are in some of the game I run:
In 60 second burger run, the world records are very optimized, and the strategies used are very difficult. In the last level of the game, you have to travel down a vertical level, jumping on brick blocks as you descend. Each time you bounce on a brick block, you bounce upwards a little bit before falling down, losing about .4 seconds (a huge amount of timesave). Currently, you can make it to the end landing on only two brick blocks, but it's just BARELY not possible to skip the second one. If it could be skipped, it would be huge.
In Tim_, I discovered an infinite height glitch. Unfortunately, it isn't useful in any%. The final boss is located near the start of the game, to the left and high up in the air, so it might theoretically be possible to make it up, but there are walls surrounding it from every angle.

What about anonymous runs? I can think of at least 3 times when world record holders deleted their account/videos, and according to site rules, these can stay up on the leaderboard under the name "Anonymous".
In my opinion, no video runs should be allowed to stay up as long as they aren't suspicious, and the video is deleted after verification. However, deleting a video immediately after you get a top time is cause for suspicion, so if something like that happened, I would be in favor of removing that run.

I agree that threads just titled "cool" is kinda dumb, and I think having a mute feature would be helpful (i dont read the streaming section of forums/ marathons)
However, I don't really think that the shitposts are overcrowding the forums from actually interesting threads (those threads still appear at the top almost every day). I'm a newer user of the site, and when I started actively reading the forums every day, I originally didn't read through the "talk" section because I assumed that it would just be shitposts, so when I eventually clicked on that section I was surprised to see there be so many INTERESTING threads. It's just a different perspective, but I think that the way things are set up it's fine.

As long as the post is on topic, necroposting isn't usually a big deal, since the thread getting bumped is still relevant. The problem with necros is that it clutters the forum with unnecessary threads. However, just commenting "lol dead chat" or giving game suggestions to users who haven't logged into the site in years is just stupid.
The wait time for a game depends on how long the run is, how active the mods are, and how active the game is. A game like minecraft has a ton of new runs submitted each day, each of which can be upwards of 20 minutes, so those runs will take over a week to verify. In smaller games, there aren't as many submissions, so your run might be seen and verified on the same day.
