We use crossing the finish line as finish since there's really nothing after it that would affect time - you just confirm to end the game. But playing the cutscene is also a good finish.
What happens if you hold escape (I dont have BFG edition to test it myself)?
I'll test this in vanilla D3, even though 120fps have to be forced via console command.

We did full Career mode, which consists of all Derby, Street and Race classes + Finals. And we actually found an interesting skip during our blind race - if you get destroyed, you skip the current race and move on to the next one.
Yeah, maybe its useful at the beginning to get a skill faster.
Guys, how about we change the timer to start after you press "Start" button? The thing about current timing rules is that everyone starts a bit differently and it's not like you can move right away when the chore list disappears, anyway.
While working on a new segmented run, I've discovered that the IGT is really weird sometimes and shouldn't be used even as a starting point.

By the time the chore list on Monday goes away, you already have 1 second of IGT, so it actually starts during loading screen.

For some strange reason the game automatically adds 0.4 second everytime you get out of a loading transition, which doesn't make sense.
The main point is to make a clear starting point, but of course all current runs would be retimed and would be longer by couple seconds.
How big of a level difference does it make in a full-game run?

Depends if both vanilla and RBDoom3BFG are same, but from what I remember, Kibbo (the original runner of vanilla D3) said that both versions have different movement. There's also barrel boost and spawn boost, not to mention different framerate, which could affect physics and so.
Btw, loading screens are significantly longer on vanilla.

Many games have "any% no OoB" categories, so why should VC be any different?
Quicksave/quickload is widely used in RTA speedrunning, so I don't see a reason why it shouldn't be allowed. IMO every feature the game provides and allow you to change should be used in a speedrun (except for cheats).
Unless it's insta-skip (not a single frame of the video gets played), you get time advantage by modifying the game. What's stoping you from modifying other game files?
It's called "modifying the game", which you should never do. There are communities that allow it, though (PoP: WW for example).
Found another difference:
1413 version has launcher, which allows you to use OpenGL rendering mode, which doesn't render glass, boxes in Lucky Ganesh shop and it also seems you can hold forward during loading screens. IIRC you can't do that in default D3D as the game will ignore the input.

No. Cheats should never be used unless you create a separate category for it.
