New SRC-Term voting process

The new SRC admin team is:

After coordinating with the past team, we are starting the term now (just 1 week early). seky16 and Phredward were also part of the past term's team and can help smooth the transition.
New category: All Peaceful Achievements
We're introducing a new speedrun category: "All Peaceful Achievements". For now, this category will be added to the category extensions, with the possibility of moving it to the main leaderboards if community interest grows.
