Can I stream with 100mb download and 50 upload, also obs always lags when I try and record, I don't know why :( because id really like to stream
You can stream with that (Upload is what you need, download means nothing.) But it's sounding like your machine is a bit under powered for streaming, since OBS lags, which is generally what happens when you don't have enough resources for the programs to use.
What are your current settings?

turn it down to 720p, you dont need to be streaming in 1080p, wastes too much resources for not a big gain imo.
what do I change to turn it down, also I lag when I just open obs and don't stream or record, will this fix it?
no that will only affect streaming/recording, and you change it in the video settings, just change the resolution to 1280x720
what is your pc spec?
do you have an idea, if its possible to fix the obs app lag, I feel like it may be to do with the scenes
