In my opinion, splicing should not be considered cheating as long as you dont cut portions out of the speedrun that otherwise could not be skipped such as cutscenes or entire missions. Splicing would also be better accepted for longer speedruns like GTA V because of people who don't have the time to sit there for 12 hours straight like people in high school and college. It might seem a little weird to have this opinion, but in my opinion, speedrunning is about how quickly a game theoretically could be beaten and is not about showing off your skill. Also on RNG dependent games like GTA V, splicing would be good for that, but it would only work on some games like and not others, and also for it to not be considered cheating, the reviewer should be informed that it is spliced first.
sure is an unpopular opinion lmao
This isn't even really an opinion, it's a factually incorrect statement. Splicing is 100% cheating when the rules say "single segment" for a run. There is no debate around that, it's cheating if you don't do the run in a single segment. @Quivico 's point is really good - what you're describing is a segmented run which is perfectly legal provided the rules allow for runs to be performed in such a way. But it's not really an opinion to say "breaking the rules isn't a problem" because, well, it definitely is a problem. Nothing stops you from doing segmented runs by the way, you just can't submit them to the same LBs as people who do runs in a single segment.
Here's the best analogy I can come up with (it's probably still pretty bad) for what you've described: You can't go to an academic setting and say "I don't deserve a failing grade because I submitted my assignment 5 days late. It's not cheating, I just didn't have time to do it in a single sitting like you asked me to." You're still gonna get a failing grade because you didn't follow the instructions laid out for you, you can't say that it's okay you took more time than you were allowed because it's your opinion that it's fine.
I think a good analogy would be: you participate in a triathlon tournament (running, biking and swimming), but only you have special rules; you are allowed to do all the 3 segments on different multiple days, while doing several attempts at each individual segment, while also taking rests between each attempt. At the end your final time will be the sum of your best times from each of the 3 segments.
At this point, this is not a triathlon tournament anymore.
All the good points have been taken and covered quite well so I'm just gonna thumb everyone up and leave it at that.

Soooo... A TAS. http://tasvideos.org/ is a cool site. Ya should check it out, if you are not a troll. TASes beat games as fast as it theoretically could be beaten. If you want to find out more about what a TAS is, visit the site. And please don't go trolling there too.
So to sum up:
"Splicing" is the terminology for a form of cheating.
"Segmented runs" is the terminology for legit competition.

@RichardSmith what does this have to do with splicing in speedruns?
