I play a game often called Enemy on Board. It is a multiplayer game and I was hoping to make a speedrun board thing for it. The things you would be speedrunning would be fastest win, fastest kill, fastest phase, etc. Would this be accepted?

Check the game request rules. PvP based games are very likely to be rejected.
