im new to speed running and i wanna speedrun resident evil 4, but is it ok if its not a steam version? and also if i speed run do i have to be live? or i can also record it and just upload it on youtube and submt it? cause i have a really bad net speed so i cant live stream.

Any recording is suitable as long as there are no gaps in it. That game has leaderboards for different platforms, but I'm sure if you mess up and submit your run under the wrong category, one of the mods will just correct it. That's, like, why mods are even a thing.

In my view sure, why not ? Why do you even think you have to always limit yourself to play on the steam version ? You can just do the speedruns on any of the versions you want...

And as for live streaming, as long as the runs you submitted cling to the rules of speedrunning (that means : basically not cheating(TAS or so on), doing inappropriate things that go against the rules for the runs to be counted legit in the leaderboards (e.g. using the ditman glitch, or skipping some areas by triggering that glitch) you don't have to do the lives, as there's countless number of people who just submit their own runs without even showing their face on the live :) yet the advice I can give you personally would be that it would be better to record full runs instead of only showing the result or certain part of the run - in order to show the mods the "proof" that the run is clean without any foul play. :)
