How much is a "substantial portion" of a game?

Just for reference, is there a benchmark for what constitutes a "substantial portion" of a game when requesting a new game leaderboard? For instance, a single level wouldn't inherently be enough, but what about the entire first world of a game?

For the purpose of submitting a new game you should really just go with "As much of the game as possible" if you can't provide a full run.

I did the first 1/5th of the game I submitted and it went through. it was 6 of 30 levels.

I've started rejecting everything being obviously minimalistic. If you can't be bothered to play the video game, we're not going to add it any more. We're trying to clean up complaints about people snagging boards.

If it would work as an accepted category for most games, that is good enough most likely. It can be a "shit" run but if no one else has thrown up a run and its not a new game that just came out it should be fine. Like any%, or a game that has multiple loops of the same levels and you completed one loop. Mega Race, Ghosts and Goblins, etc etc.

Why would you request a leaderboard if you haven't got a decent full run of any future category yet?

because it takes a while for a game to be approved. So it could be that you decide to run a game, put in effort. But only have a small portion of the game routed. You could submit that portion while you worked on finishing the game and by the time you have a full run the game has been approved.
