A capture card uses barely any computer resources, streaming and recording are what use them. A capture card just provides a video and audio stream, you’ll need to adjust your settings in OBS/XSplit/whatever to work for your specs.

But in general I'd advise to go with the GV-USB2 unless you really know what you're doing. Far more guides for it.
