Unfortunately, there is barely any optimization outside of ship clipping. It most likely will not be added as a category, and if it ever did, would belong to the CE board.
Unfortunately, it would make verification significantly harder. Even if there was a save that can be used to everyone, it wouldn’t limit someone from using a different save. In retrospect, it would probably undermine the fresh file save rule implemented already.

You don’t need to worry about that - all you’ll need to worry about is IGT. RTA will be counted by the mods. (Recent change my current mods)
You can verify everything by just making a chart of when the speedrunner buys the item from the store. Verifiers can just make a note when [item] has been bought/added and continue the count from there.
It’s not an overly complex verification process. After all, we already know the entire store contents.

Well I just got a 1:420 Time in 5:6, but I don't think I'll bother to submit unless someone is trying to contest my time.
According to YT Frame Counter:

This would probably go into Category Extensions, though the entire idea probably won't be implemented as the community is small.
Given that this "Double-Agent" category isn't a normal run/normal speedrun category, it's probably another reason why it won't be implemented.

You'll need to find the specific downpatch ID that you want in the Depot.
Downpatching is allowed for the most recent "group" of updates, i.e category versions.
You are allowed to downpatch to any current patch, i.e v0.12.
