@Oreo321 they’re not asking what software people currently use, they’re asking what software/applications runners would want that doesn’t yet exist. They’re looking to develop applications people think would help them in this hobby.
Are you asking if certain platforms are banned? If so, the answer is “no, not globally”. Different communities might ban certain consoles or versions for one reason or another but this site does very little at a global level with consoles. The site really only dictates what games it will allow to be tracked on the LBs.

What is acceptable or not is dependent on the game and the community for the game. Always check with the game's mods if you have any questions or doubts about your submission. Generally speaking though, audio issues are big red flags, and most games will want a video with clean audio if it's a recording.

I'm not entirely sure about that, maybe someone else has an idea of a tool do do that (if it's at all possible).
I will ask though, why not just use OBS? It's rather lightweight and doesn't put too much strain on your computer, I would always recommend that for recording your runs.
You’ll need to check the rules of the game(s) that you’re running. Each game on the site has its own rules, so you’ll need to check the rules for each on to make sure they don’t have a requirement for a timer to be shown in the video. If you still have any questions or if the rules don’t say anything about the timer, you can ask the mods of the game as well if they have any rules about it.
Timer usually won’t be required, except maybe for a few PC games that use any autosplitters or anything like that.

On the actual topic, I would recommend and echo what DdariQ said and I would try to setup recordings with your phone if possible. Otherwise you’ll need to find games that probably don’t require video proof for runs above a certain threshold which won’t be terrible unless you plan on going for a top time. Unfortunately a lot of games do require video proof in some form and at some level on the LBs because it’s pretty standard nowadays.
Do a run and then reach out to the mods to see if they'll be willing to add it (the best way to contact them is through the KH Speedrunning Discord Server).
If you want to use the emulator for personal use, then that’s one thing, but when you’re talking about which ones are “accepted” here, that’s a different story.
There are no global rules regarding emulation on this site. Every LB moderates itself differently in regards to emulation and what’s allowed. If a game allows emulator, they will almost always list in the rules which emulators and which versions are allowed or banned. If you have any further questions about whether or not an emulator you want to use is valid for runs, you’ll need to contact the mods of the game(s) in question.
As for personal use, I’m unfortunately not well versed in Genesis emulation so I don’t have any personal preferences. Maybe someone else can drop their personal one of choice.
If you’re talking about frame counting using the number of frames of the run and the FPS of the recording, then you just need any video editing software that can advance frame by frame and show the length of a run in frames. Something like Sony Vegas or some versions of Avidemux can do just that.
Create a new category specifically for the 1.0 version and then have the main category be any runs that aren't on that version. That way you still keep a record of all the old 1.0 versions but now people can submit runs with newer patches and not have to worry about a 1.0 run exploiting a now fixed glitch or mechanic or something like that.

If nobody does races in the community, then what makes you think anyone else here will know enough about the game to do a race with you? The only people really fit to race a game are the ones who actually run it regularly (aka the ones in the community). If the community is small or rather inactive, you, unfortunately, probably won't find anyone who is willing to do a race with you.
After all, I don't think it would be very fun for any of us here to do a blind race with you, an experienced runner of the game. It probably wouldn't even be that fun for yourself.
Are you asking if you can use a console to speedrun games that weren’t released on it? If the console supports a “virtual console” - like playing an N64 game on the Wii - then that is allowed and it usually classified as such (WiiVC in my example). How a community or LB handles runs on different consoles is up to them.
If you’re talking about modifying a console to make it run a homebrew emulator of some kind, that’s a bit trickier and depends entirely on the game/community. When it comes to anything third party like that (or adding functionality that’s isn’t built into the console normally), you need to check the rules or ask the mods of the game(s) you want to run to see if they have any restrictions on it.

As someone who has spent many years developing user interfaces for people, I can assure that when you pop something up in front of the user, they still won't read it. They ignore it, close it, move on and then probably complain about it later on ("why did you pop that up, if I wanted to look at the rules I would have checked them myself"). If a user is going to read the rules, they'll do it on their own, and if they don't follow them, they'll just need to be told to read them.
As for rules being updated, something like a little push/notification icon like a red exclamation point or something on the rules button might not be a bad idea to show that there is something new there that should be looked at. That would probably just need to be ironed out because it probably shouldn't be there for every user (maybe only for people who have run the game or something).
That’s honestly up to the game and the community so you probably want to ask your fellow community members. There are no global rules regarding emulation for the most part. However, the rule of thumb tends to be that if an emulator can do something that the actual console cannot, then it’s usually banned.
So, if you can overclock a real PSP with no issues and without needing to install anything third party, then I see no reason not to allow it. But if it’s an emulation only setting that exists solely to change the way the game plays (reduce lag, reduce loading), then it should probably be banned or moved to its own emulator only category. Otherwise that player would have an advantage over someone running on a real console.
