If this game actually runs on PSTV and you can use FDS then I think that's fine. When I tried FDS on the PSX disc version in my PS2, the game did not work properly, so you might run into trouble with that. But, if it's possible, I see no reason that version can't be run.

I'm not sure if I would separate that from the console version on the leaderboards. I guess it depends on if there are significant load advantages, as is the case with PC.

Well from my point of view i would see it being Ok as long as nothing is changed like the differences between PS1 and PC being no cutscenes. Like if there was major differences i would say it would need to be a new category :)
