Does turning your character (using first person or shift lock) count as an input?

Edit: Meant movement, not input.

It shouldn't, right? Cause you can turn your character before the round even starts, and it's basically the same as turning your camera in third person.

I do count that as a movement since your character does change it's position in a way of where he's facing. In camera turning in third person, your character does not move at all therefore not a movement. But, if you do turn your character before the round starts, it doesn't count as a movement since that was your character's initial placement in the level.
