I'm no expert on Arcade, I looked into it once though. You could reach out to Tenka whom moderates various Mortal Kombat titles, he runs arcade all the time and have a good idea on how that all works.

I'm pretty sure with Mesen, people got afraid of the initial tweets about it regarding the run-ahead feature. Its still the most accurate NES emulator out there and im on team don't ban mesen.

mesen RTA is a great emu, prob the most accurate one we have out there. Jnes def should get banned.

For NES? You're better off using an emulator if you don't wanna bother with a capture card. I've accepted phone recordings on https://www.speedrun.com/gradiusgalaxies/run/mkd3533y for instance since DS capture is hard and expensive to comeby these days, not to mention emulation for it is not the greatest.
NES on the other hand have better options. If you're telling me your potato pc is incapable of NES emulation, we can start to discuss it at that point. But most computers should be able to emulate 8-bit systems without issue.
I did play around with it, there doesn't seem to be any altering variables that should have any effect for the run, keyword being SHOULD. Subject to change ofc IF it were to be discovered that it does have any impact whatsoever, in which case I will act accordingly thereafter. I would however be surprised if anything new were to be found regarding it. That being said, as of today: I do not find a reason to disallow it.
I can confirm I've read this thread, I will look into the games continue system to verify myself whether it has any differentiating impact to a fresh file or not. As such: it will take some additional days before I get to verify your submission.
I raised the question on my stream today when I had WR holder in there, he understood the point and def didn't mind whether the category ceased to exist or not.
Also just from my POV as an outsider whom have looked into this game page to possibly learn the game, the 1-loop category confused me since its the same as phase 12 but with a different end timer. Which didn't make sense to me personally.
You can speedrun whatever you want as a first speedrun. I've seen all kinds of first time runners from simple stuff like Little Mermaid NES to Super Castlevania IV on SNES. The only one telling you something is impossible is YOU.
So if YOU feel like you wanna start easy, you do that and there's no shame in it. I can recommend a handfull of easy learns that aren't objectively good games. Or you could just pick a game you enjoy and always wanted to learn how to speedrun it. There's really no universally right or wrong choice: As much as individual preferences.
Just to throw in my two cents here. I can accept the fact that Elo want to have comments on this site going. But that is a feature of their choosing, I as a moderator will not be taking any responsibility for that social media aspect of this leaderboard site.
I'm here to speedrun and moderate leaderboards, not to babysit what's essentially youtube comments 2.0.
If people suddenly asks me to do something about it, I'll gladly refer them to reaching out to Elo whom caused the problem to begin with. Take responsibility for the feature you introduce if its flawed, but don't expect me to do the dirty work for you.

As long as Game Level meets the category and Extend/Life keeps the default setting: I don't see an issue changing the others for the benefit of the speedrun.
I believe Microsoft took pride at the time for having the most powerful console out of its generation. I would assume 360 just handsdown is the faster system between the two.
the answer is both yes and no, depending on whom you are as a runner. There's really no right pick, as much as just personal preference.
